The National Postgraduate Medical College of Nigeria (NPMCN) was established by the National Postgraduate Medical College Decree  No. 67 of 24th September,1979, now Cap N59 Laws of the Federation 2004. It is a body corporate with perpetual succession and a common seal.


The College has responsibility for the following:

(i) The accreditation of Training Institutions for the Professional

Postgraduate training of doctors and dentists and the periodic publication of a list of such accredited Institutions.

(ii) The organization of professional postgraduate training programmes and curricula as well as the conduct of Continuing Professional development in the various specialized branches of medicine and dentistry and through the various Faculties of the College.

(iii) The conduct of professional postgraduate examination of candidates in the underlisted Faculties, as well as any other Faculties that may be approved from time to time by the appropriate organs of the College.

(iv) To carry out any other activities necessary for the furtherance of postgraduate medical education in the country.


The Headquarters of the College is situated at Kilometre 26 on Lagos- Badagry Expressway, Ijanikin, Lagos State. There is a Liaison Office at the premises of the Lagos University Teaching Hospital, Idi-Araba, Surulere, Lagos and another one at the premises of the Medical and Dental Council of Nigeria in Abuja


(i) COMPOSITION: The College is composed of all Fellows of the College.

(ii) ORGANS OF THE COLLEGE: The affairs of the College is managed by the Governing Board, Senate and the respective Faculty Boards and each exercises such  powers as are conferred on it by the enabling Law or any other Laws subsequently made.



Fellowship of the College is classified as follows:

(i) Foundation Fellows: These are persons who were elected Fellows in accordance with section 12 (1 & 2) of the Enabling Law on or before the first Examination followed by the first Convocation held on 18th February, 1982.

(ii) Fellows by Examination: These are persons who become Fellows in accordance with  S.11 of the Enabling Law.

(iii) Fellows by Election: These are persons who are elected in accordance with section 12(2) of the Enabling Law or under such regulations as the College may make from time to time.

The College may also award Special Fellowship by recognition as follows:

(i) Distinguished Fellows: Who are Fellows of the College who have distinguished themselves in their various specialties and have contributed immensely to the development of the College and the country.

(ii) Honorary Fellows: These are persons who are elected in accordance with Section 12 (1) of the Enabling Law or under such regulations as the College may make from time to time.

(iii) Life Fellows: These are Fellows in any of S.5.1 above who have been in good standing for at least 5 years as Fellows and in addition meet the financial prescription for Life Fellowship.

S.5.3    Associate Fellows

There are two categories:

(i) Associate Fellows by Examination – consists of Trainees who have passed the primary examinations of any of the Faculties and have been in an accredited training post for not less than 6 months

(ii) Associate Fellows by Exemption – These are doctors with qualifications assessed to be equivalent to Part 1 Examination of the College Fellowship following recommendation of the Faculty concerned and approval by the Senate.

Honorary and Associate Fellows shall not have the privilege of voting, becoming delegates or holding office but may be co-opted into Senate or other College Organs.

Distinguished Fellows, being Fellows of the College ab-initio, have these privileges.

Certificate of Fellowship is issued bearing the signatures of the College President, the Chairman of the relevant Faculty and the Registrar of the College.


1. Membership of the Governing Board comprises:

(i) The College President who is Chairman

(ii) The College Vice President, member.

(iii) The College Treasurer, member.

(iv) The Chairmen of the constituent Faculties of the College.

(v) The Chairman of the Medical and Dental Council of Nigeria

(vi) The Registrar of the Medical and Dental Council of Nigeria.

(vii) The Director of Hospital Services, Federal Ministry of Health

(viii) The Permanent Secretary, Federal Ministry of Health or his representative.

(ix) The Permanent Secretary, Federal Ministry of Finance or his representative

(x) The Permanent Secretary, Federal Ministry of Education or his representative.

(xi) One representative of the Armed Forces, who is a fully registered medical or dental practitioner, and in addition, shall possess Fellowship of the College or its equivalent.

(xii) The immediate past President of the College.

(xiii) Chairman of the College Presidents’ Forum

Any of the members mentioned in subsections 1 ( iv – xi) is able to appoint a Representative in his own stead for the purpose of any one meeting of the Board.

The College Registrar is the Secretary to the Board


The President shall hold office for two years only. There is no self-succession.

Duties of the College President

(i) He is Chairman of the Governing Board

(ii) He is Chairman of Senate.

(iii) He is an ex-officio member of all College Committees

(iv) He shall have responsibility for the co-ordination and promotion of all activities of the College.

(v) He is the Accounting Officer of the College, responsible for the control of expenditure. In this respect, he is one of the signatories to all accounts- other signatories being the College Treasurer and the College Registrar.

(vi) He shall have responsibility for the signing of all Fellowship diplomas.

(vii) He is the Representative of the College in all outside interests and matters.

(viii) He shall see to the welfare and career development of all staff of the College so that the right caliber staff for the work of the College is retained and encouraged to give their best.

(ix) He shall instruct the Registrar to call statutory and other meeting.

(x) He shall perform all other functions necessary to promote the work of the College.


There is a Vice President of the College who shall hold office for two years only. There is no self-succession.

Duties of the College Vice President

Duties of the Vice President shall include:

(i) Presiding at meetings of the Governing Board and Senate in the absence of the College President.

(ii) Carrying out other duties delegated to him by the College President or assigned to him by the College .


The College Treasurer is elected for an initial period of two years and thereafter may be re-elected for only one more term of two years.

Duties of the College Treasurer

(i) He is responsible to the College President.

(ii) He shall oversee the financial affairs of the College and cause accounts of the College to be balanced once a year and audited by a professional accountant to be annually appointed by the Governing Board.

(iii) He shall explore avenues of raising funds for the College.

(iv) He shall see that surplus funds are invested profitably with the approval of the Governing Board.

(v) He is co-signatory to the accounts and cheques of the College.

(vi) He shall act for the Vice – President during periods of  absence.



The Governing Board shall appoint a College Registrar who is the Chief Administrative Officer of the College and is responsible for the day-to-day administration of the College.

The person holding the office of College Registrar shall, by virtue of that office, be secretary to the Governing Board and the Senate.

The College Registrar is responsible to the President for the implementation of all policies laid down by the Governing Board of the College.

No person is appointed as College Registrar unless he is a registered  medical or dental practitioner, a holder of a registrable postgraduate medical or dental qualification and Fellow of the College for not less than 10 years, duly registered as a specialist by the Medical and Dental Council of Nigeria and with considerable academic and administrative experience.

B. Tenure of Office

The post of College Registrar is held as an appointment for a first term of Four (4) years which is renewable for another term of Four years only mutual agreement. The officer appointed is placed on the Consolidated Top Federal Public Office Holders’ Salary Structure (CONTOPSAL) 4.



The Governing Board shall appoint two Deputy Registrars, namely Deputy Registrar (Academic) and Deputy Registrar (Administration), who shall have been Fellows for not less than 8 years.

a. Eligibility

No person is appointed as Deputy Registrar unless he/she is a registered medical or dental practitioner, who has also been a Fellow of the College, duly registered for at least eight years as a specialist by the Medical and Dental Council of Nigeria and with considerable administrative experience.

b. Tenure of the Deputy Registrars

The post of the Deputy Registrar shall generally be a pensionable appointment in line with medical tertiary institution appointments but suitable candidates may also be appointed on contract for specified duration.

c. Duties of the Deputy Registrars

Both Deputy Registrars are responsible to the College Registrar

i) The Deputy Registrar (Academic) shall have responsibility over the execution of academic programmes and conduct of examinations in the College

ii) The Deputy Registrar (Administration) shall perform administrative functions in the College

The Deputy Registrars may have their duties interchanged and perform any other duties that may be assigned to them.


This office is the clearing house for all correspondences to College.

All Heads of departments (HOD) report to the College Registrar.

In addition, the HOD of Internal Audit and the Information and Protocol Officer have a direct link to the College President.

This Registrar office has a Chief Confidential Secretary (CCS) who sees to the day-to-day operations of this office.  She is assisted by two (2) Clerical Staff.

The CCS in the President’s Office works with the College Registrar when the College President is not in College.  The Units in this Office are Security with Chief Security Officer as Head and the Information Technology Unit, which is headed by a Systems Engineer.


There are six (6) departments in College namely:

(a) General Administration

(b) Academic

(c) Faculty Affairs Department

(d) Finance and Supplies Department

(e) Internal Audit

(f) Works and Planning Department


(a) General Administration: – Head is Deputy Registrar (Administration)

This department handles General administrative matters which include Establishment, Insurance, Pensions, Governing Board matters and Training.

The Procurement unit is domiciled in this department as well as the newly created Ventures Unit and the Information and Protocol Unit.

(b) Academic – Head is Deputy Registrar (Academic)

This department handles all academic matters such as registration for Fellowship examinations, processing of examination forms, and production of examination numbers and general coordination of examinations, collation and release of results.  This department organizes the Research Methodology Workshop twice a year.

The Journal Unit, Library, Museum and Biomedical Communication Units are in this department.  The Biomedical Communication staff is presently working in General Administration but is released whenever there is biomedical schedule.

(c) Faculty Affairs Department

This Department is headed by the Deputy Secretary.

This department keeps the record of all Fellows of the College and updates them regularly.  This department collects annual dues, development levies and other levies from Fellows.  Fellowship certificates are released by this department.

The Deputy Secretary is the anchor person for the Annual Scientific Conference and all Fellows Congress.  The Department is charged with the preparation for and the conduct of Senate meetings, Business Committee of Senate and Faculty Board meetings.  The department provides administrative support in organizing convocation ceremonies.

(d) Finance and Supplies Department

This department is headed by the Chief Accountant.  The department sees to financial matters in College and administers the Stores.

It prepares the annual budget and makes materials available to the external auditor for the yearly audit exercise.

(e) Internal Audit

This department is headed by the Chief  Accountant (Internal Auditor).

The Department applies internal control on financial and other audit related matters.

(f) Works and Planning Department

This is headed by a Chief Engineer.

This department handles general maintenance (Electrical/Mechanical) in College.  The transport unit belongs here.
